Street Performance Policy

Council approval is not required for busking or street theatre if the activity according to pages 5 and 6 of the above policy

• Has been registered with Council (and a temporary permit issued);

• Occurs in a Council designated location (refer to Appendix C for the list/map of allowable locations);

• Is undertaken between the hours of 8.00am and 6.00pm and for a maximum of 2 hours

• Involves the use of handheld equipment only; 

• Continues to enable the safe passage of pedestrians and vehicles;

• Continues to enable the amenity of the area; and

• Does not involve:

a) Dangerous implements, materials or animals; or

b) Drawing, marking or affixing anything to the footway; or

c) The use of a public address, sound system or amplification; or

d) Solicitation of funds (however performers may receive voluntary donations); or

e) Advertisement or promotion of goods for sale, other than products consisting of the artist’s own work; or

f) Set up, operate or use a loudspeaker or amplifying device on community land (D5).

On March 25, 2024, Georges River City Council approved Councillor Ben Wang's motion for Hurstville Night Market. The council will now begin planning and preparing for the night market activities, taking various specific measures to fully support businesses in revitalising the economy of the Georges River area.

The Georges River Association together with our Councillor Ben Wang invite you to join the Community Forum to participate in the forum discussion on the development of the Hurstville Night Market. On March 25, 2024, Georges River City Council approved Councillor Ben Wang's motion for Hurstville Night Market. The council will now begin planning and preparing for the night market activities, taking various specific measures to fully support businesses in revitalising the economy of the Georges River area.


Motions to support businesses within the Centres of Georges River Council by Councillor Wang: 

1. Information sessions and information packages for small businesses on the planning and complying development process.

2. Information packages on shop front designs that enhance street appeal and promote activation.

3. Explore reviewing planning controls as they apply to the changes of use to existing premises with the aim of simplifying the process and reducing determination times.

4. Reviewing the Street Performance Policy and Busking permit to promote street performances, thereby stimulating the night economy.

5. Enhancing Hurstville Plaza to become a cultural, entertainment, and economic hub by improving lighting, shade, and hosting more regular food market events.

6. Investigating options to improve facilities and processes at Hurstville War Memorial and Hurstville Interchange Park to further stimulate the night economy.

7. Investigating the introduction of day-time events similar to the Lions Festival which used to take place in Oatley.

8. Collaborating with Transport for NSW to explore increasing bus services to centres. 

9. Ensuring follow-up on the action plan outlined in the Night-Time Economy Report 2021, with regular updates provided to Council.

10. Establishing partnerships between the council and private investors, business chamber, local community organisations, and Economic Leadership Group to facilitate the development of night-time economy initiatives.
